Introduction

Radar Verde is an annual indicator that assesses the performance of anti-deforestation policies in the Legal Amazon, implemented by meatpackers and retailers. Its objective is to give visibility to companies that make real commitments to forest preservation and to encourage the entire beef supply chain to adopt increasingly effective practices for mitigating deforestation.

Meatpackers play a central role in the anti-deforestation compliance of the beef supply chain, as they are responsible for establishing strict cattle purchasing criteria and ensuring that their suppliers (both direct and indirect) are aligned with policies aimed at removing deforestation from their cattle supply chain. By implementing monitoring, traceability, and cattle origin control systems, meatpackers can ensure that the beef marketed is not associated with deforested areas.

Retailers, in turn, have the power to influence the production chain by adopting anti-deforestation criteria in their supplier selection and by offering products from deforestation-free supply chains. In addition, they can inform and engage consumers, encouraging more sustainable choices and demanding greater transparency from their suppliers.

Through the results of its assessment, Radar Verde answers fundamental questions: Which companies have anti-deforestation policies? What is the level of implementation and transparency of these policies? Are the results of these policies measurable? Through this analysis, the Radar Verde indicator provides essential information for consumers, investors, financiers, meatpackers, retailers, livestock farmers and other stakeholders, enabling more conscious and responsible decision-making.

The results are widely disseminated through reports on the project’s official website, in the press, on social media, and at industry events. In this way, Radar Verde consolidates itself as an independent and reliable source for those seeking to reduce the environmental impact of beef production in the Legal Amazon.

The “Legal Amazon” is a political-administrative definition for a large region of Brazil, not the entire Amazon biome. It encompasses the states of Acre, Amapá, Amazonas, Mato Grosso, Pará, Rondônia, Roraima, and Tocantins, plus the western part of Maranhão, totaling approximately 61% of Brazil’s territory. Its purpose is to serve as a framework for planning and promoting the social and economic development of the region. The Legal Amazon covers a total area of 5,217,423 km², including the Amazon biome, parts of the Cerrado, and parts of the Pantanal. It is a politically defined region established to promote development and reduce social inequalities. Its constituent states are Acre, Amapá, Amazonas, Mato Grosso, Pará, Rondônia, Roraima, Tocantins, and part of Maranhão (west of the 44th meridian). The boundaries of the Legal Amazon have been redefined over time through various laws, with its current scope shaped mainly by the 1988 Constitution and subsequent legal updates.

Radar Verde is a joint initiative of Instituto O Mundo Que Queremos and the Amazon Institute of People and the Environment (Imazon).

Objectives

The Radar Verde assessment aims to verify whether slaughterhouses operating in the Legal Amazon and the country’s leading retailers adopt effective anti-deforestation policies and practices to ensure that the raw material (cattle) used in beef production is not associated with deforestation. Through a detailed questionnaire, the tool analyzes the level of commitment and control that companies demonstrate over the origin of the cattle, as well as the transparency of the information they disclose. Ultimately, Radar Verde assesses the performance of companies in their commitment to eliminating deforestation from the beef supply chain.
